is our CR form adequate?

the present CR form is totally inadequate. Do you agree? pl offer your comments

our transfer policy

there is a suggestion from our Kannan that we should discuss the issues arising out of our transfer policy-present one, and hence i hit upon this idea. i invite your views and contribution in this regard. cheers and regards!
